Blackgate Prison is the home to Gotham's most notorious criminal minds captured over the past thirty years. Many of the most sinister were put here by The Victorian Legion, and left to decay past their prime. However, they still yearn to be free to wreak havoc and get their revenge on the city of Gotham.

The Free Men gang holds a surprising amount of power over the guards and administrators of the prison such as Colonel Nevin, and are able to arrange for certain liberties or punishments be dealt out to those in the prison who oppose the gang.
