Declan O'Toole is the crew chief of the “Fiery 5's” crew of the Wound Ravens Gang. His father, Shamus O'Toole was the pyromaniac leader of the whole gang two decades ago. While Declan lacks his father's mad love for fire, he nevertheless learned all of his father's techniques, and still practices what his father preached, setting fire to deadbeats, hold-outs and troublemakers, along with their buildings if need be.

Declan did not waste all of his father's ill-gotten gain and has a nice house in the Coventry District, as well as his apartment in Otisburg and vacation house in Bristol County.

When it was suggested that Declan succeed his father as leader of the gang, he was told “Dat's not how Tings are Done.”

Declan was arrested and indicted by local authorities in mid-February 1934 for blowing up the North Tower of Cobblepot Towers, as part of a crooked financial/real estate scheme. He was handed over to the police by Our Heroes together with evidence of his bomb-making project. Whether he will be convicted is another question, the trial was set to begin on June 1.

After his escape from jail, Declan took on the identity of “The Flaming Death” and began to stage a series of arsons to get revenge on Team C and others who had wronged or defied him. He was killed by “The Evil Eye” during an attempt to kill Desmond Cobblepot, May 28, 1934.
