Made up of the most powerful mob bosses of Vice, this chaotic ministrative body is made up of all those who wield a great amount of economic power over a majority of working poor in the city-state. While the Lord Mayor of Vice nominally has absolute power, that position is very much a puppet of the Consortium.
The city-state of Vice looks like it is safe and calm at first, but beneath the surface it is little more than a conglomeration of petty tyrants sharing control. The Conglomeration of the Elite is a body of mob bosses who rule together from the shadows while the Lord Mayor plays the part of executive ruler like a puppet on a string. The mayor does nothing without consulting the Conglomeration, and they manage to share power as best they can without simply declaring war on each other.
