 Louis "Knickers" Buckhouse was deeply involved in the administration of the last three mayors and parlayed his knowledge and influence into several fortunes and finally the big chair for himself.  Buckhouse has been mayor for eight years and is up for reelection next later this year.
 While behind closed doors he robs the city blind, in front of the people and papers he's constantly passing out city money in "worthy projects."
