Louis "Knickers" Buckhouse was deeply involved in the administration of the last three mayors and parlayed his knowledge and influence into several fortunes and finally the big chair for himself.  Buckhouse has been mayor for eight years and is up for reelection next later this year.

While behind closed doors he robs the city blind, in front of the people and papers he's constantly passing out city money in "worthy projects."

He lives in a modest house in [[old gotham|Old Gotham]] with his wife, but spends a lot of time at his lavish secret apartment with his mistress in [[Gotham Proper|Gotham Proper]].

He is incredibly nice, friendly and empathetic in person, leaving all the unpleasantness to his hatchetmen.  

His nickname comes from his habit of wearing knickerbocker trousers during his summer vacation.
