I wanted to share some of my ideas with you here.
I believe it would be good to have the newest players start as cubs. That way they can be introduced to the game gradually, within the game. I think that the first “Rite of Passage” adventure should be one where they are sent to meet and return with a lost cub that has been discovered downtown. However, once they meet with her they find she isn't nearly as anxious to go with them as she seems. Perhaps she's part of a gang and doesn't want to leave her “homies”. In any case, the players soon learn that she is in fact a lost BSD cub and that a pack of young BSDs are coming to retrieve her forcing the new cubs to learn quickly how to fight…or run!
Apparently, outside of the wolf preserve in Lititz, PA there are no wolves left in Pennsylvania. In our World of Darkness version of Pennsylvania could we say that the Wolves were never killed off in such droves? From what I read that's what happened and so the bears and coyotes have taken over the ecological niche left by the wolves.

That way, for the sake of the game we can say there is a pack or two of kinfolk wolves still out there in York.
I had forgotten just how awesome/yucky the fomori are. I'm looking forward to playing them.
