 The official reason for this zone of exclusion is that during the Civil War that ended U.W.A. one faction released a series of biological agents on these worlds and some malicious A.I. computer virus weapons across the central sector.  These weapons made the area too dangerous for anyone to enter.  The records of this time have been doctored and altered so many times, however, that there is no way to confirm any of this.
