To a Bloody Pulp

Tall, thin balding with a pencil thin mustache, Captain Thomas Lampwick is the head of the Old Gotham precinct, located in the Central Police Building. What actual police work gets done around central is done by Lampwick.

Everyone is afraid of Lampwick however. He is incredibly quiet, only speaking rarely, but then saying something pointed and devastating. He seems like he's always watching, always judging, always plotting. No one knows his goals, his plans or his real allegiance.
