Zacchaeus is the Rogue Trader who operates in the Avernus subsector collecting long overdue planetary tithes for the Emperor. He is the scion of House Arioch. He is the master of the voidship the Diamond in the Rough and recruits any sorts of thought criminals and xenos for his “away force” that he uses to further his ends. Zacchaeus is a Pariah, a human with the rare mutation that makes them generate no psychic presence, preventing any nearby psionic activity.
