=====GANGS OF EMPORION=====
While there are about 1600 dirtbags in the city, about 900 of them are organized into 6 criminal gangs.

===Old Town Boys===
The Old Town Boys are a bunch of street criminals (a mixture of thieves and a few fighters) who specialize in petty street crime, hassling shopkeepers, pickpocketing and mugging, and more and more burglaries of late.    They claim the northern half of Old Town, and a rivals of the Dockyard Bastards.  They had a secret underground headquarters somewhere in Old Town, where they stored their loot until it can be fenced, but in April 2021 it was raided and plundered by persons unknown [[the_cat_s_back|see The Cat's Back, mission 6]].  The gang blames the South Side Freaks for the raid, and are beginning a gang war against them.

===The Dockyard Bastards===
The Dockyard are headquartered around the Old Docks and claim the southern half of Old Town as their turf.  They are most interested in ripping off cargos coming in and out of the city.  They very much would like to eliminate the Old Town Boys.

===The Red Hand of Hanuman===
THe Red Hand of Hanuman is perhaps the most disturbing and dangerous gang in the city.   They practice murder-for-hire, extortion, armed robbery and plain terrorism.   There are probably more fighters in the gang than thieves.  "Pay us or we'll kill you," is their motto and business plan.  They are in fact led by a cleric of the god Hanuman.   Their headquarters is actually relative well-known, it is a "social club" called Jocko's Road House, WJ6, in East Rising, which is their turf.

===The Westies===
This gang is located in West Rising and the gang hierarchy is most concerned with keeping all criminals in the turf paying the crime tax to them.   It is the largest gang in the city, but the least visible. The leadership worries about the Red Hand of Hanuman.

===The South Side Freaks===
The gang operates South of the river and is a chaotic mess of a gang.  It is governed by a council of three "Elders" who call meetings to settle disputes.  A war has been started between the Freaks and the Old Town Boys.

===The Orkin Brotherhood===
This is a gang of orcs, half-orcs and their pals who have made a protective and cooperation society set up in the city.  They have no turf and can be found all through the city.
