Chief Lazar is the leader of the town guard, locally known as “The Towers.”

The chief is a tiefling in charge of Blackangel's constabulary known as The Towers. This police force is divorced from the forces of the Lord Mayor or any other nobles' mercenaries. The chief's charter is to keep the peace and protect the citizens of Blackangel against threats from within and without.
