The Empire of Hisar is a theocracy dedicated to the worship of Bahamut. The people of Hisar are “ambiguously ethnic.” They have a local accent that sounds like British English. They are led by a theocrat who calls themselves the Divine Soul who rules from a splendid palace. They are based in the capitol city of Hisar named Cuvvet.
