Earl Atkins
Maurice Atkins, a.k.a. the Earl of The Bourbons runs that violent crew of robbers and blackmailers for the All Americans gang. Their headquarters is a secret club room in Bronson's Chevrolet in Old Gotham.
Maurice always sports a bowler hat and particularly enjoys beating down people, who've already surrendered or been tied up, using a heavy blackjack. If there's one thing he hates more than anything its ethnic gangsters. This has caused him to turn the crew into a gangster-robbing machine, preying on crews of the Italian, Irish, Chinese and Jewish gangs of the city. Some other gangsters think that Atkins is actually a vigilante who is using criminals to fight criminals, but the truth is he is just a bastard who knows that criminals can't complain to cops. He also hates anyone who has more money than he does. So, when not inflicting beat-downs on gangsters, he is blackmailing businessmen, and is quite good at this. He rarely uses violence on his blackmail victims, as this draws heat.
It is probably the fact that all the gangs rely on the The Windsor Crew's fencing operations that keeps all of Gotham's underworld from declaring war on the All Americans because of Atkins's antics. He realizes this, and milks it. He rarely denies anything he's done and will bash or shoot anyone who crosses him.
