Relief Commissioner
The Relief Commissioner is tasked with keeping the unemployed and other poor from starving. He is a mayoral appointee and has the power to hire and fire social workers to administer aid. The job was created in 1930 in response to the Depression. The current commissioner is Hedley Lamarre III, as crooked as you might expect.
