This secret complex appears to be a deserted apartment building attached to a boarded up warehouse in the Crime Alley district of the city. It can be found at 233 Leaderton Boulevard at corner of Ridgeford Street.

Appearances can be deceiving. It is actually a sophisticated arsenal, laboratory, barracks and garage for the Vigilantes of the Restoration Project's Team C.
