In the Isutuban basin on the East side of lake Ozark is a place called The Residence. It's a wizard tower surrounded by essentially a huge refugee camp and open market. The wizard/artificer who lives there is very mysterious. No one sees him, but he feeds everyone and provides for them through his servants, so people flock to the Residence if they have nothing.

Rokko believes this enigmatic fellow to be his father, whom he thinks is named Rocky Jobz. Rocky is famous in academic circles for creating the Eye-Pod; an arcane gadget that all the wizards love. It looks like a mechanical eye on a tiny flying orb. It lazily circles the user's head and provides helpful services.
