This city located on the edge of the Plaguelands in southwest Radavan is founded on a series of oasis in the middle of the desert as a stopover of trade, and has grown to be a hub of gambling, excess, intoxicants, and poor judgement which begat its name. Magic of any sort is banned within city limits because of a powerful mix of superstition and business interests. The city state is ruled by a body known as the Consortium of the Elite made up of the most powerful noble families who wields a great amount of economic power over those who don't have much capital.
