The City-State of Vice
This city located on the edge of the Plaguelands in southwest Radavan is founded on a series of oasis in the middle of the desert as a stopover of trade, and has grown to be a hub of gambling, excess, intoxicants, and poor judgement which begat its name. Just about any entertainment can be found here - brothels, spice dens, barrooms, dance halls, even gladiatorial matches. Just below the shiny exterior meant for the wealthy travelers who frequent the city is a dark underbelly of squalor and crime.
Magic of any sort is banned within city limits of Vice through a powerful mix of superstition and business interests. The city state is ruled by a body known as the Consortium of the Elite made up of the most powerful mob bosses who wield a great amount of economic power over a majority of working poor.
Notable Citizens
- Rangoon Hideous - This brash, uncultured and balding nobleman controls most of the pit-fighting and gambling within the city of Vice. If there is money to be wagered anywhere in the city, Hideous probably is getting some kind of a cut. His crown jewel is The Hexagon, a grand underground venue for marquee bouts between gladiators or sometimes against monsters.
- Erik LaFlange - One of the most powerful to sit on the Consortium of the Elite, Erik trades in gambling debt and addictions to make others do as he pleases
- William Ó Dónaill - In a city that shuns magic, William secretly covets it in attempt to regain his noble family's seat on the Consortium of the Elite
- The Respect - This remote, masked noble collects and trades in favors and information. None know this individual's true identity, and some theorize that they are actually several individuals who take turns in this identity.

Geography
Radavan is roughly the size of the continental United States in our world, so as a shorthand there is often a real-world American city analogue to the city-states of this continent. For example, Vice is analogous to the weather and geography of Las Vegas, NV.
