The Department of Mass Transit runs the subway and bus service directly, but also issues the contracts for road and bridge repair. The department is run by a Senior Administrator named Bud Weems who is answerable to the Board of Transit for all expenditures. No greater hive of scum and villainy exists in the city than the Board of Transit, which is stuffed with gangsters and their cronies.

Before the turn of the century, contracts for public works were issued by the mayor's office and this allowed the great families of the city to build their famous bridges and other public works. However, soon after the fall of the The Victorian Legion, the Board of Transit was established in order to “remove favoritism” from the process.

Lately, Patrick Wayne has been arguing for a return to the old system.

The Gotham Subway system, originally built in the late 19th century has seen many tunnels simply sealed off and abandoned since the Department of Mass Transit has taken over, leading some to believe that there is an actual maze of unused passages underneath the city.

The two biggest shipping companies in town are Wayne Shipping and Transworld Shipping. The Elliot Family owns a local railroad company as well. Many other out of town companies, of course, also do business in Gotham's port and rail yards.
